How much precision over the range is required? You also don't say if this is a DC application or AC. SSRs can be designed for either, but they are different things. Finally, if it is a heating element and you are dealing with AC, it's mass and slow behavior will integrate (sum) fast pulses of energy, so you can use an SSR for that, using (half-)cycle skipping or else using phase-angle control to adjust the net power applied. But inductance or capacitance in the load may affect the choices you make here. SSRs do NOT increase voltages or decrease them. They switch them (apply them) ON or OFF, with a small loss being incurred inside. Given that you suggest a heating element and because such elements can be on the order of 1000 watts or more, you may also need to deal with dissipation issues in the SSR itself.
