The accuracy that you need for these signals will determine how good an opamp you need, as well as the accuracy of the voltage reference and the accuracy of the resistors. An easier alternative, but with a high output impedance, is just a voltage divider from a stable and accurate +15 volt source that has a tap at 2.5 volts. Relays can select +15, +2.5 or 0. Now you need a sequencer to sequence between the three values. Need more info to decide on how to do this. edit: rereading, I got a different interpretation, that you have a 2.5 volt signal, possibly AC, and you want to select an output of either zero gain or 6 gain, ie, output to switch between 15 volts and zero volts.
