The supply or the motor. Check the supply voltages, as close to the motor as possible to see if the imbalance is due to voltage. Personally I wouldn't be too concerned if this is a 480v motor (FLC~100A). If you have a microprocessor based protection relay and could set unbalance alarm or trip, you would not be advised to set it below about 6-7% anyway.
